Although, I believe the idea of focusing on 'why' is very important as it talks about sustainability. Also, the matter of scale should not be discounted - the jump from seven billion to ten billion is not related to an increase in birth rate, which has now stabilized - it is related to us moving further away in time from a violent period of our history, when more life was destroyed than was created (two world wars, etc...)  So, anything less than another global scale conflict would probably be insufficient to achieve the demographic control necessary to prevent the ten billion (minimum) population. Birth control, less unnecessary prolongation of life for the sake of life (i know this is mined territory that i am entering) and maybe more than anything else global and not national measures (not that the Chinese would ever agree to anything). Besides, it is not only the sheer number of the population (which cannot be neglected of course) but also the life-style, consumption, a.s.o. which is a disaster.
